Every liquefied flammable gas Bulk Distributing Station shall be entirely surrounded by a substantial fence at least 5 feet high with adequate gates. No tank vehicle or railroad liquefied flammable gas tank car shall be loaded or unloaded at any Bulk Distributing Station, unless it is completely within such fenced enclosure.
