No person shall operate any television broadcasting, videotaping equipment, or motion picture photographic equipment for commercial or professional purposes, or commercial still-photographic equipment outside of an approved studio unless notice of such operation shall have been given to the Fire Department at least 24 hours prior to the commencement of such operation. Spontaneous news coverage activities are exempt from this provision.
