An Operational Permit is required to engage in the business of a school. A school is every building or portion thereof used for education, training, or instruction through the twelfth grade for more than six persons for more than 12 hours per week or four hours in any one day.
EXCEPTION: Rooms accessory to a church and used for religious education for not more than two days per week.
