The repeal of the previous provisions of Chapter 5, Article 7, of the Los Angeles Municipal Code and the adopting of new ones shall not be construed to commence a new or the running of any time limits which may have been imposed by law, regulation, or order of the Chief or the Board, relating to the enforcement of such limit, notices, or orders.
