Every person in charge of a blasting operation shall notify the Department of the estimated time of detonation. Such notification shall be made not later than 4:00 p.m. of the last working day prior to the proposed date of detonation, and in no case shall notification be made less than 24 hours prior to the estimated time of detonation.
In addition to the requirements set forth in Section 57.5608.1 for outdoor fireworks displays, use of pyrotechnics before a proximate audience and pyrotechnic special effects in theatrical and group entertainment productions, the provisions of Chapter 56 shall also apply and be required.

EXCEPTION : Patriotic, civic, and religious organizations may conduct fireworks displays under permit by the Chief and in accordance with the provisions of the California Health and Safety Code.
