GENERAL AUTHORITY OF THE TOWNSHIP
GENERAL AUTHORITY OF THE TOWNSHIP
The following words or phrases when used in this Part, shall have the meaning ascribed to them in this Section unless the context clearly indicates otherwise. Also, personal pronouns shall include the singular as well as the plural number and the male, female and neuter gender.
APPROPRIATE—means to set apart or assign Township fund to a particular purpose or use in the annual budget.
APPROPRIATION—means those Township funds that have been appropriated after which such money is set aside by formal action for a specific use.
BILL—means a proposed Ordinance introduced before Council.
CHAIRMAN—means Chairman of Council, or in his absence, the Vice-Chairman of Council.
CHARTER—means the Home Rule Charter of Hanover Township, Lehigh County, Pennsylvania.
CITIZEN—means an individual who resides within the legal boundaries of Hanover Township, Lehigh County.
CLERK—means the Clerk of the Township; Township Clerk; Clerk of Council.
CODE—means the Administrative Code of Hanover Township, Lehigh County, Pennsylvania of February 14, 1979.
COUNCIL—means the governing body of the Township as defined in Title Three.
COUNCILMAN—means an elected or appointed member of the Township Council.
COURT OF COMMON PLEAS—means the Court of Common Pleas of Lehigh County, Pennsylvania.
EMPLOYEE—means a Township employee who is employed by the Township for wages or salary and in a position below the level of a legislative, executive or professional person.
ENCUMBERED—means funds of an appropriation which have been legally obligated by means of contracts, payments due or upcoming or debt service.
FULL-TIME EMPLOYEE—an employee who regularly works twenty (20) hours or more per week. [Ord. 379]
MANAGER—means the Administrative head of the Township as enumerated in Article IV of the Charter.
MOTION—means a proposal for formal action by Council on matters before Council.
OFFICER—means a representative of the Township who has been appointed to an office as provided by law.
OFFICIAL—means an elected representative of the Township which is enumerated in the Charter.
ORDINANCE—means a law set forth by the authority granted the Township which applies to an order governing some detail of procedure or conduct enforced by the authority of the municipality.
PART-TIME EMPLOYEE—an employee other than a full-time employee. [Ord. 379]
PERMANENT EMPLOYEE—an employee intended to be regularly employed as determined in accordance with the Pennsylvania Municipal Retirement Law, Act 15 of 1974, which shall not include elected officials, employees hired on a temporary or seasonal basis or individuals paid only on a fee bases. [Ord. 379]
PERSON—means an individual, partnership, association, corporation or other entity unless such a construction would be unreasonable.
QUORUM—means any three of the five Council members.
RESOLUTION—means a formal expression of an opinion, will, or intent of such importance or length as to be in writing and for the purpose of the Charter shall include a preamble setting forth the reasons for the opinion, will or intent.
STATE—means the Commonwealth of Pennsylvania.
STATUTORY CODE—means a volume containing ordinances, resolutions and Charter amendments of Hanover Township; which ordinances, resolutions and Charter amendments have the force and effect of law.
TAXPAYER—means any person who pays taxes to the Township as required by Township ordinance.
TOWNSHIP—means the Township of Hanover, Lehigh County, Pennsylvania.
WORK PROGRAM—means a detailed written plan setting forth the objectives and financial plan of each department, office or agency.
