1. Recording Expenses. All receipts, expenditures, contracts and purchases shall be chargeable to and entered as of record in the fiscal year in which made.
2. Special Meetings. If necessary, the Council Chairman shall call a special meeting of Council to be held the final week of the fiscal year for the purpose of finalizing all year end business.
