§ 1-782.   Implementation of Policy.
   1.   The Township Council is empowered to pass resolutions for the implementation of this Drug and Alcohol Policy and Testing Program, including the appointment of a Medical Review Officer and the testing facility. Such resolutions shall effectuate Federal regulations establishing requirements concerning drug and alcohol testing of CDL employees. In addition, the Township Council may pass regulations which exceed the requirements of Federal regulations, if Council deems such resolutions necessary for the safe operation of its commercial vehicle.
   2.   Consortiums. The Township Council may by resolution enter its CDL employees into a consortium for the purposes of drug and alcohol testing, as permitted under the Federal regulations. In addition, the Township Manager may enter into agreements concerning the consortium to provide for the testing of CDL employees and for the training, assistance and education provisions of this Part.
