1. Vouchers. A voucher, when presented to Council for payment of a bill, shall effect a certification to the fact that sufficient funds are legally available to cover the claim or meet the obligation.
2. Violations of Charter. A resident of the township, a Township employee or the Township auditor shall report to Council in writing any known violations to financial provisions of the Charter. Council shall substantiate the facts of the violation pursuant to the Charter and Council by resolution shall set forth its findings and make any appropriate charges.
