1. Execution of Contracts. All contracts or purchases of the Township involving sums in excess of $1,500 shall be in writing and shall be executed on behalf of the Township by the Township Manager. The Township Manager shall also execute all contracts, regardless of amount, for the purchase on behalf of the Township involving sums of less than $10,000. Any purchases on behalf of the Township by the Township Manager involving sums of more than $10,000 shall be made only after the lowest responsible prices are sought taking into account such factors as availability, urgency and convenience. 2. Approval by Township Attorney. The Township Manager, when required to execute a written contract, shall request the Township Attorney to approve the same as to form.
3. Authorization for Public Capital Improvements. Authorization for contracts for the construction of public capital improvements shall be given by Ordinance only, regardless of the amount involved.
4. For all contracts in an amount of $18,500 or less, but more than $10,000, the Township shall solicit and receive written offers from at least three vendors for the products or services to be purchased. If the Township is unable to receive such written offers, the Township Manager shall provide a signed written statement documenting the solicitation attempts. Written offers include those physically received as well as those received by email, telefax or other text electronic communication. If a vendor which has not submitted the lowest offer is awarded the contract, the Township Manager shall provide a statement of the reason for the selection. The Township shall retain such offers and statements for at least one year following the termination of the contract to which they applied. [Ord. 534]
