1. Election. The Chairman and Vice-Chairman shall be elected by an affirmative roll call vote of the majority of Council.
2. Role of Chairman. In the absence of the Chairman, the Vice-Chairman shall exercise the duties of the Chairman. In the absence of both the Chairman and Vice-Chairman, the Council shall appoint a Chairman pro tem who shall have all the powers of the Chairman.
3. Election of New Chairman. In the event of illness or absence of the Chairman or Vice-Chairman for two or more consecutive meetings or sessions as described in § 1-301 of this Code, the Council may by majority vote elect to declare the respective position open and shall elect another member of Council to fill the position.
