§ 1-1204.   Identity Theft Protection.
   1.   All utility accounts for serviced properties shall be established only in the name of and with a billing address of the utility customer.
   2.   All bills, statements or other communications regarding utility charges will be delivered by U.S. mail to the address of utility customer.
   3.   Upon the sale of a serviced property, the name and address on a utility account for such serviced property shall be changed to the name and address of the new utility customer as determined from the records of the Tax Assessment Office of Lehigh County, PA.
   4.   A utility account shall not be opened in the name of a tenant or any person other than the utility customer. Duplicate bills may be sent to any other person or address at the request of a utility customer.
   5.   Payment for utility charges shall be accepted only in cash, bank check, certified check or money order. Credit cards or debit cards will not be accepted.
