§ 1-410.   Meetings of Council
   1.   Generally Open to Public. All meetings of the Council, except as otherwise provided, shall be open to the public and provisions governing public notice and publication requirements shall be as provided by law.
   2.   Organization Meeting. The organization meeting of Council shall be held at 7.30 p.m. in. the Township Municipal Building on the date as provided in the Charter. The first order of business shall be the election of Chairman and Vice-Chairman as provided in the Charter and this Code. Until the Chairman has been elected, the Township Manager or his designee shall preside. The second order of business shall be the appointment of other officers and officials as required by law or as the Council may deem appropriate. The third order of business shall be the designation of Township depositories by resolution. As stated in the Charter, this meeting may be considered as a regular monthly meeting for the transaction of such further business as may be presented.
   3.   Regular Meetings. It shall be the duty of Council to meet statedly as required by the Charter and the Code. The Council may adjourn to a stated time for general business or special business.
   4.   Special Meetings. Special meetings may be called by the Council Chairman or upon the written request of three or more Council members. A written notice shall be delivered to each Council member and public notice of the meeting shall specify the time and place of the special meeting and the business to be transacted. No other business shall be transacted at such meeting by the Council. Presence at the meeting constitutes waiver of notice.
   5.   Emergency Meetings. Emergency meetings shall be called as provided for in the Charter. The Council may take action at an emergency meeting at any time provided that a quorum is present as required by the Charter and that a majority of Council determine that the holding a meeting and the taking of emergency action at that time is necessary to protect or promote the public health and safety of the Township.
   6.   Executive Sessions. The Council may hold executive sessions as permitted by law. However, no official action shall be taken by Council on any matter in executive session.
   7.   Work Sessions. Work sessions may be scheduled upon written notice by the Chairman or written request of three or more Council members. A copy of such notice stating date, time and place of the work session(s) shall be delivered to each Council member and conspicuously posted in the Township Municipal Building. No further public notice or publication is required. No official action shall be taken by Council on any matter at a work session.
