At any meeting of the Tax Collection Committee, if the primary voting delegate is not present, the first alternate voting delegate shall be the representative of the Township, and if neither the primary voting delegate nor the first alternate voting delegate is present, the second alternate voting delegate (if any) shall be the representative of the Township.
