1. Preparation.
a. Each Council Member and the Township Manager, Clerk, Engineer, Attorney and any other Township official or employee shall advise the Township Clerk by written or electronic communication of any subject on which he or she may request Council deliberate or vote at least two days before the meeting of Council at which such action is anticipated.
b. The proposed agenda and final agenda for any meeting of the Council shall be prepared by the Manager in consultation with the Council Chairman and shall include the subject of each matter on which it is anticipated that the Council may deliberate or vote.
c. An abbreviated title of any bill, ordinance or resolution to be considered shall be published as part of the proposed agenda and final agenda.
d. The proposed agenda may be amended at any time by the Township Manager in consultation with the Council Chairman until the final agenda is distributed by any of the methods in § 1-411(2)(b).
e. The final agenda shall be prepared by the Township Manager in consultation with the Township Chairman at least 24 hours before the meeting.
2. Distribution.
a. The proposed agenda for any regular meeting shall be forwarded to all members of Council and be available to the public at least 5 days prior to said meeting.
b. The final agenda for regular, special and emergency meetings shall be posted on the Township’s internet website at least 24 hours before the convening of the meeting and, prior to the meeting, in the Township Municipal Building and in the location in which Council is meeting if elsewhere.
c. Copies of the agenda shall be made available to individuals in attendance at the meeting.
3. Amendment.
a. The final agenda may be amended at the meeting by a majority of the members present and voting.
b. The reasons for the changes to the final agenda shall be announced at the meeting before any vote is conducted to make the changes to the final agenda.
c. If the final agenda is amended, the final agenda, as amended, shall be posted in the Township Municipal Building and on the Township's internet website no later than the first business day after the meeting at which the agenda was changed.
4. This § 1-411 shall not apply to conferences, working sessions or executive sessions as defined in the Pennsylvania Open Meetings Law.
