§ 1-625.   Powers and Duties.
Unless otherwise designated or prohibited by law, the Manager shall have, but not be limited to, the following additional powers and duties:
      A.   Filling Vacancies. He may designate an officer or employee to perform the duties of any office or position in the administrative service which is vacant or which lacks administration due to the absence or disability of the incumbent.
      B.   Prescribe Rules and Regulations. He may prescribe such rules and regulations as he deems necessary or expedient for the conduct and operation of administrative departments and revoke, suspend or amend any rule or regulation of the administrative service by whomever prescribed unless contained in an ordinance or resolution adopted by Council.
      C.   Overrule Actions by Department Heads. He may overrule or set aside any action taken by the head of any department, office or agency appointed by the Manager.
      D.   Establish Committees. He may establish committees within the administrative service and appoint officers and employees as shall be necessary for the purposes of considering and resolving administrative problems.
