(a) The rates for parking at the Kezar Stadium Parking Lot may be set by the San Francisco Municipal Transportation Agency (SFMTA) in accordance with Section 6.14. Until such time as the SFMTA has set rates with approval of the Recreation and Park Commission and the Board of Supervisors, the rates, which are subject to annual adjustment under Section 12.20, shall continue to apply:

(b) Other Recreation and Park Property. (8) Transfer Fees. Berthing licenses may not be transferred, sold or assigned, except to the extent and on the terms and conditions specifically provided in the Rules and Regulations of the San Francisco Marina Small Craft Harbor (“Marina Rules”) as adopted by the Commission.
(A) Except as specified in (B), transfers expressly authorized by the Marina Rules shall be subject to a $84 administrative fee. Effective July 1, 2025, this fee shall be $98.
(B) The one-time transfer opportunity authorized by the Marina Rules, as adopted by the Commission on April 19, 2012, to effect a transfer of a berthing license and berth with the sale of vessel within the berth to a new owner from the wait list shall be subject to a transfer fee as follows:
(1) Effective July 1, 2024, a fee of $253 per linear foot for berths 35 feet and under, $339 per linear foot for berths 40 and 45 feet, and $548 per linear foot for berths 50 feet and longer.
(2) Effective July 1, 2025, a fee of $293 per linear foot for berths 35 feet and under, $392 per linear foot for berths 40 and 45 feet, and $635 per linear foot for berths 50 feet and longer.
(C) Nothing in this subsection (g)(8) or in the Marina Rules shall be construed to
(1) convey a vested right to transfer a berthing license or berth, or
(2) prevent the Commission from amending or abolishing the transfer opportunities recognized in this subsection (g)(8).

(j) Adjustment of Fees. Starting on July 1, 2026, the fees set forth herein shall be adjusted in accordance with Section 12.20 of this article, except that the Controller shall each year, without further action by the Board of Supervisors, increase the berthing license fees for the West Harbor set forth in subsection (a)(2) of this Section 12.11 by either 3% or the annual percentage change in the relevant Consumer Price Index (CPI) as determined by the Controller, whichever is higher. The provisions in the foregoing sentence regarding West Harbor berthing license fees shall terminate by operation of law on September 1, 2043 and be inoperative from that date forward. The Recreation and Park Department shall maintain a list of the current fees and make the list available to the public.
(k) Berthing Licenses.
(1) A person may not berth a vessel in the Marina without having secured a berthing license from the Harbormaster. Berthing licenses are subject to the Rules and Regulations of the San Francisco Marina Small Craft Harbor (“Marina Rules”) as adopted by the Commission, and any subsequent amendments thereto. All berthing licenses, regardless of when granted, constitute a privilege and are not the property of the bertholder. This provision is declaratory of existing law.
(2) The Harbormaster may renew berthing licenses annually in accordance with the procedures set forth in the Marina Rules. There shall be no limit to the number of times that the Harbormaster may renew a berthing license.
(3) The Commission may decide at any time to amend, suspend or terminate the berthing license program for the San Francisco Marina Small Craft Harbor, and the privileges berthold- ers derive from the program.
(l) West Harbor Dredging Surcharge. The Recreation and Park Department may impose a surcharge on West Harbor licensees to cover the estimated cost of dredging the West Harbor, not to exceed the following amounts:

CODIFICATION NOTE

(a) Authorization. The Recreation and Park Department (the “Department”) is hereby authorized to charge fees at the San Francisco municipal golf courses at Harding Park, Fleming, Lincoln Park, Sharp Park, Golden Gate Park, and McLaren Park (collectively, the “Golf Courses”) in the manner and in conformance with the standards set forth herein. The Department and the Controller shall adjust golf fees in accordance with Section 12.20 of this Article 12.
(b) Discount Fee Categories.
(1) Resident Junior Rates shall apply to persons 17 years of age and under.
(2) Resident Rates shall apply to persons holding Resident Golf Cards.
(3) Resident Senior Rates shall apply to persons 65 years of age and above holding Resident Golf Cards.
(4) Tournament Rates.
(A) Tournament Rates shall apply to persons playing in the Family Tournament held at Golden Gate Park, the City Championship held at Lincoln Park and Harding Park, and any other City- sponsored tournament approved by the Department General Manager or his or her designee. Residents shall pay Tournament Rates, not Resident Rates, for tournament play.
(B) Junior Tournament Rates are equal to 50% of the regular Tournament Rate and shall apply to all players aged 17 years and under who are participating in the Family Tournament or the City Championship, and to all groups of 16 or more players aged 17 years and under with respect to any other City-sponsored tournament that the Department may approve pursuant to subsection (b)(4)(A).
(5) Resident Twilight Rates shall apply to rounds by persons holding Resident Golf Cards that commence no earlier than four hours before sunset, as determined by the Department.
(c) Resident Golf Cards.
(1) The Department shall charge a fee of $90 for a San Francisco Resident Golf Card, entitling the holder to discounts (Resident Rates) on the Golf Courses for two years from the date of issuance. Cards shall be available to San Francisco residents and/or San Francisco property owners only upon presentation of valid proof of residency or ownership.
(2) The Department shall charge a fee of $60 for a Pacifica Resident Golf Card entitling the holder to discounts (Resident Rates) at the Sharp Park Golf Course only, for two years from the date of issuance. Cards shall be available to Pacifica residents only upon presentation of valid proof of residency.
(3) The Department shall charge a fee of $25 for replacement of San Francisco Resident Golf Cards and Pacifica Resident Golf Cards.
(4) If a San Francisco or Pacifica resident golf card application is returned to the applicant because the information on the application is incorrect or incomplete, there shall be an additional administrative fee of $5.
(d) Flexible Pricing.
(1) Except where a particular fee or charge is specifically listed in Sections 12.12.1 through 12.12.6, the Department General Manager or his or her designee may impose a fee or charge for all other golf-related services or items, and may approve temporary fee increases and/or decreases in those fees and charges from time to time, based on one or more of the following factors: the type of use, fluctuations in customer demand at particular times or on particular days or dates or as among different Golf Courses, rates at comparable courses, and course conditions.
(2) The Department General Manager or his or her designee may also apply the factors identified in subsection (d)(1) to approve the following temporary increases and/or decreases to any category of Resident Rates and any category of Tournament Rates:
(e) Reservations. The Department may charge persons holding any category of Resident Golf Cards an additional reservation fee of $15 per reservation for any advance reservation made between 8 and 30 days before the reserved tee time, and may charge persons who do not hold a Resident Golf Card an appropriate reservation fee based on the flexible pricing standards set forth in subsection (d)(1).
(f) Special Projects Maintenance Fee. The Department shall require each player at Harding Park, Fleming, Lincoln Park, Sharp Park, and Golden Gate Park who is above the age of 17 to pay an additional fee for that Golf Course of $2 per nine holes, which the Department shall set aside in a separate fund for that Golf Course to pay for special maintenance repairs or course improvements.

(b) Replay Rate. A same-day replay rate is available to golfers holding a Resident Golf Card who complete an 18-hole round. The replay rate shall be 30% of the originally purchased round. The replay round must be used by the purchaser of the full price round. Replay rounds may not be reserved in advance.
