The City Attorney or any person aggrieved by a violation of this Article 13 may bring a civil action in a court of competent jurisdiction against an Employer for violating any requirement of this Article 13 and, upon prevailing, shall be entitled to such legal or equitable relief as may be appropriate to remedy the violation including, without limitation, all forms of relief available under Section 13.8(c), plus interest on all amounts due and unpaid at the rate of interest specified in subdivision (b) of Section 3289 of the California Civil Code. The court shall award reasonable attorneys’ fees and costs to the prevailing party.
