The Civil Service Commission shall prepare specifications for all classifications. Such specification shall include statements of the essential character of the work of the classification, essential knowledge, abilities and skills, and the qualifications for persons who are to fill positions so classified. Qualifications shall be stated in terms of specific coursework, experience, training, or in such other terms as to meet the requirements of the classification. Specifications shall also include a listing of any parenthetical sub-titles which are established for the classification.

Examinations
(a) Examinations may be held at such places as the Civil Service Commission deems advisable and shall be administered under its direction.
(b) Printed public notice of each examination for original appointment in municipal classified service, shall be posted in conspicuous places in the City office at least two weeks before the last day for filing application.
(c) Notice of promotional examinations shall be sent to each department in which employees would be eligible to compete for such promotion.
(d) Notices of all examination for original appointment to positions in the classified service of the City may also be distributed to such persons or organizations as may be interested in the positions available, and shall be advertized in at least one newspaper of general circulation in the City.
(e) Reasonable accommodations shall be made for the testing of physically impaired individuals. A "physically impaired individual" for purposes of this chapter shall be defined in accordance with the Americans With Disabilities Act of 1990.

(a) The Civil Service Commission shall prescribe the subjects and format of each examination and the relative weights to be attached thereto in consultation with the appointing authority.
(b) The examination format may include, but is not limited to: assessment center activities, oral exams and written exams.

The Civil Service Commission shall determine the passing grade for each examination based on the difficulty of that examination, number of applicants, number of vacancies and other relevant data. When a passing grade is determined, it shall be a matter of permanent record. The Commission may require that a passing grade be attained for all parts of an examination.
