Whenever there is a vacancy in a position having a classification above the lowest grade in the series, the Commission shall determine the method for filling the position. The cooperation of the department heads may be sought in making this decision. To the extent practicable all promotions shall include a competitive examination. The competitive examination shall include, but not be limited to, a written examination.
