157.01 PROCEDURE FOR RULE ADOPTION, AMENDMENT OR RESCISSION.
   The adoption, amendment or rescission of any rule shall comply with the following procedures:
   (a)   Public Notice. Public notice as to the adoption, amendment or rescission of rules shall be given in accordance with the following procedure:
      (1)   Any public notice shall include:
         A.   A statement of intention to consider the adoption, amendment or rescission of such rule;
         B.   A general statement of the subject matter to which the proposed rule relates; and
         C.   The date, time and place of a public hearing to consider the adoption, amendment or rescission of the rule, which shall not be earlier than ten days after the public notice first appears in print.
      (2)   Such public notice shall be printed at least ten days prior to such hearing in a newspaper with circulation in the City.
      (3)   Such public notice shall be posted in a conspicuous place in the City for at least ten days prior to such hearing.
   (b)   Distribution of Proposed Rule Changes.
      (1)   A copy of the full text of any proposed rule, amendment in any existing rule or rule to be rescinded, accompanied by notice of public hearing, shall be submitted to the City Manager and the Clerk of Council at least ten days prior to the public hearing.
   (c)   Duties of the Commission. The Civil Service Commission, with the advice of the City Manager, shall prepare rules to establish and maintain the merit system in the City. It shall prepare such other rules and regulations as are necessary or desirable for the advancement of the merit system and civil service principles. The proposed rule changes prepared by the Commission shall be submitted to Council who shall accept, reject or amend the proposed rule changes.
