157.99 APPEAL OF LAYOFF, ABOLISHMENT OR DISPLACEMENT.
   An employee may appeal a layoff, abolishment or a displacement which is a result of a layoff, to the Civil Service Commission. Such appeal shall be filed or postmarked no later than ten days after the employee receives notice of the layoff, abolishment or the date the employee is displaced. An employee shall be considered displaced the date the employee is notified that another employee has exercised his right to displace an employee from his position. An appeal shall be made in accordance with the rules promulgated by the Commission.
