(a) Employees in the classified service of the City, who have satisfactorily completed their probationary period, may be transferred to a position having the same base rate of pay and similar duties in another department of municipal government, upon request of the two appointing authorities concerned. No transfer shall be made to a position in another classification or to a position for which original entrance requires an examination involving essential tests or qualifications different from those required for original entrance to the position held by such person.
(b) Temporary transfers of thirty days or less may be made without regard to the other requirements of this section, provided that such employee does not receive another temporary transfer within a six-month period.
