157.09 JURISDICTION.

   (a)   The jurisdiction of the Civil Service Commission is derived from Article X of the City Charter.

   (b)   Unless exempted from the classified service by ordinance, municipal charter provisions or these rules, all positions in the service of the City are in the classified service. The Civil Service Commission has jurisdiction to determine whether any position is exempt from the provisions of these rules.
