157.71 APPOINTMENT WHEN NO ELIGIBLE LIST EXISTS.

Upon receipt of a request for a certified eligible list for which no appropriate eligible list is available, the Civil Service Commission shall notify the appointing authority that nomination for provisional appointment may be made to fill such position until an eligible list can be created.
