Request for suspension of the provisions of law requiring competition shall be accompanied by a specific statement from the appointing authority showing the peculiar and exceptional qualifications of a scientific, managerial, professional or educational character required, together with the reasons why competition in such special case is impractical, and a full statement of the qualifications and attainments of the persons designated to fill such positions if the competition requirements are waived. Suspension of the competition requirement pursuant to this rule is in the sole discretion of the Civil Service Commission.
