157.30 PARENTHETICAL SUB-TITLES.
   Where the Civil Service Commission determines that the positions which have been classified under any one title include a greater variety of duties and skills than could be tested by a single uniform examination, it shall establish parenthetical sub-titles to indicate the specialized nature of positions within the general classification. Parenthetical sub-titles shall not operate to alter the pay range assignment of any employee. Provisional employees shall be subject to any examination developed for the parenthetical sub-title to which they are assigned. Parenthetical sub-titles shall be part of the classification series to which the parent title belongs.

157.31 CLASSIFICATION PLAN CRITERIA.
   (a)   Job Classification Plan and Criteria. The Civil Service Commission shall establish, and may modify or repeal, a job classification plan for all classified positions, offices and employments in the employ of the City.
 
   (b)   Classification Title Assigned. The Commission shall assign a classification title to each classification within the classification plan.
 
   (c)   Pay Range Assigned. The Commission, with the approval of Council, shall assign each classification to a pay range established by Council.
 
   (d)   Classification Established. The Commission shall group jobs within a classification so that positions are similar enough in duties and responsibilities to be described by the same classification title, to have the same pay range assigned, and to have the same qualifications for selection applied.
 
   (e)   Classification Specifications. The Commission shall describe the duties and responsibilities of each classification and establish the qualifications for being employed in positions assigned that classification.

157.32 SPECIFICATIONS.
   The Civil Service Commission shall prepare specifications for all classifications. Such specification shall include statements of the essential character of the work of the classification, essential knowledge, abilities and skills, and the qualifications for persons who are to fill positions so classified. Qualifications shall be stated in terms of specific coursework, experience, training, or in such other terms as to meet the requirements of the classification. Specifications shall also include a listing of any parenthetical sub-titles which are established for the classification.
