Selection of persons to be appointed on a provisional basis in the absence of a complete eligible list shall be made by the appointing authority, subject to approval by the Civil Service Commission. Such approval shall be based on an examination of the qualifications of the proposed appointee to determine if the qualifications for the position are met. Where a position is vacant for a temporary period by reason of sickness or disability of a regular employee, and the Commission is unable to certify from an eligible list for such temporary period, interim provisional appointments may be authorized for the period of sickness or disability. Service as a provisional appointee shall count as part of the probationary period.
