Persons in the official service of the City designated by the Civil Service Commission for service in connection with examinations, shall be selected only with the consent of the head of the department in which such persons serve and when so appointed shall be under the direct and sole control of the Commission. The duties assigned them in connection with such examinations shall be considered part of the duties of the office in which they are serving.
