The Civil Service Commission shall coordinate, develop and conduct recruiting services for classified positions in the municipal service. The Commission may delegate this authority to the individual appointing authorities or their representatives, in writing. This section shall not be construed to contravene the appointing authority's right to hire employees. The Commission's recruitment efforts shall be in accordance with adopted City policy concerning Equal Employment Opportunity and Affirmative Action in the original appointment and promotion of employees.
