(a) The completed application shall be the sole criteria in determining an applicant's eligibility for any examination. Information showing that an applicant meets all of the minimum qualifications as stated on an examination announcement shall appear on the face of the application.
(b) A defective or incomplete application may be corrected by the applicant if resubmitted prior to the filing deadline. No additional information shall be accepted after the filing deadline.
