§ 26-1 LICENSING FEES GENERALLY.
   The various businesses, trades or occupations enumerated in Appendix A shall pay a license fee as shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.

§ 26-1.1 ADDITIONAL LICENSE FEE WHEN SPECIAL MEETING OF COUNCIL REQUIRED.
   As a condition of calling and convening a special City Council meeting for the purpose of approving any application for any license issued by the City, an additional fee may be imposed by the City Council for such license. The decision whether to impose any such additional fee shall be within the discretion of the Council, after considering such factors as the circumstances requiring a special meeting, the purpose of the license, the experience of the City in issuing prior licenses to the applicant in question, and the like.
   Such additional fee shall not exceed 100% of the normal licensing fee for such license.
