Applications for licenses for ambulances shall be made by the owners or authorized agent upon blanks to be furnished by the City Clerk of the City of Flint; and shall contain:
(a) The full name, age and residence of the owner.
(b) The type of motor car to be used, horsepower, factory number, State license number, and the length of time that the vehicle has been in use.
The application shall be immediately referred to by the City Clerk to the City Administrator, who shall cause an investigation to be made of the fitness of the applicant as to character and ability, and an inspection of the vehicle to be licensed, and shall transmit the application with his recommendation, to the City Council. If, in the opinion of the City Council, the person making the application is a proper person, both by experience and character, the vehicle is in a thoroughly satisfactory condition for the transportation or conveyance of the sick or injured, and the public convenience and necessity require the proposed ambulance service for which application for license is made, they may authorize the granting of a license upon payment of the license fee and the filing of an insurance policy as hereinafter provided, which license shall be issued by the City Clerk of the City of Flint.

The license fee herein provided shall be as specified in Chapter 26 of this Code. All licenses shall expire on April 30 of each year unless sooner revoked. When the license provided for herein has been granted, the licensee shall affix to the ambulance so licensed, a small plate, not exceeding six (6) inches in diameter, which shall bear a number assigned to the vehicle licensed. The design of said license plate shall be changed annually, and shall be issued by the City Clerk.

No license shall be issued hereunder until and unless the applicant for license deposits with the City Clerk a prepaid policy or certificate of liability insurance for each ambulance for which a license is sought, said policy of liability insurance to be accepted and approved by the Chief Legal Officer and issued by a company authorized to do business in the State of Michigan, indemnifying applicants in the sum of at least twenty-five thousand dollars ($25,000.00) for injury or death to one person, or fifty thousand dollars ($50,000.00) for injury or death to more than one person, and ten thousand dollars ($10,000.00) property damage in any one accident through the operation of the vehicle of the applicant. The policy of insurance so deposited shall contain a clause obligating the company issuing same to give ten days’ written notice before cancellation thereof to the City Clerk. The license for the operation of the vehicle shall expire upon the lapse or termination of the policy of insurance.

Any police officer of the City of Flint shall have the right, at any time, to inspect any vehicle licensed under the provisions of this ordinance to determine if the vehicle is equipped with such equipment as is required by the statutes of the State of Michigan and the ordinances of the City of Flint, and to determine if the vehicle and equipment are in proper condition and adjustment as required by the statutes and ordinances.

ARTICLE II. ATTENDANTS AND DRIVERS
No person, firm or corporation shall operate or cause to be operated any ambulance, public or private, or any other vehicle commonly used for the transportation or conveyance of the sick or injured, without having such vehicle equipped with a set of simple first aid and splint appliances approved by the Health Officer and having in attendance at all times such vehicle is in use persons who have obtained certificates of fitness as ambulance attendants from the Health Officer.
