It shall be unlawful for any person to provide for hire a billiard or pool table in or on any premises a billiard room or poolroom as defined in this chapter or in an establishment whose principle business is other than the operation of a billiard room or poolroom but which has four (4) or more such tables on the premises or a bowling alley within the City, unless same is provided in a billiard room or poolroom properly licensed without first obtaining a license therefor as provided in this article.
