§ 26-4  SAME — BUILDING, ELECTRICAL, PLUMBING AND THE LIKE.
   (a)   Basic Building Code (Article 1, Section 114.0). The schedule of fees to be charged for permits, administration activities and inspections required by the Basic Building Code of the City of Flint shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
   (b)   Property Maintenance Code. Inspection fees for compliance with the BOCA Basic Property Maintenance Code shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
   (c)   Basic Building Code (Article 1, Section 116.0). At the time of filing applications for permits to disconnect the sanitary sewer service line and water service line the owner or his agent shall deposit with the Department of Public Works certain fees as shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      Should the site be in an area where water mains and/or sewer lines serving the structures are to be abandoned, the Department of Public Works shall furnish the owner or his or her agent a certificate to this effect, and no deposit shall be required. Provided, further that the Department of Public Works is authorized to enter into agreements with the Michigan State Highway Department and other governmental agencies relative to the sealing of water and sewer service lines. The governmental agency razing or supervising razing of structures shall reimburse the City of Flint for all costs incurred in sealing the water and sewer service lines.
      In the event the owner or his agent shall do all work necessary to expose the water service line and/or sanitary service line, notify the Department of Public Works to seal the service lines, and satisfactorily complete the backfilling of the excavations, a refund shall be made by the Department of Public Works of 75% of the sum deposited. In the event the owner or his agent fails to do all work necessary to expose the service lines and backfill the excavation following the sealing of the services lines by the Department of Public Works, a sum sufficient to cover the cost of labor, material or equipment incurred by the Department of Public Works to perform the work shall be deducted from the sum deposited and any unused portion of the fee shall be returned to the person making such deposit.
   (d)   Basic Mechanical Code (Section M-114.3). The schedule of fees to be charged for permits and inspections required by the BOCA Basic National Mechanical Code currently administered by the City of Flint, shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      (1)   Overtime inspections: At times other than regular working hours, per existing policy.
      (2)   Transfer fee: Transfer of permit fees from a cancelled permit to a new permit is subject to current policy. The minimum fee shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      (3)   For equipment that has been inspected but not included in the permit issued, the combination rates may be applied to a supplemental permit. The minimum fee shall be established by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      (4)   Refund and transfer of fees: Fees shall be refunded and transferred, to the extent of services not already provided on the permit, by the City. A minimum charge shall be made to cover administrative costs on each permit which is refunded or transferred. Said minimum charge shall be established by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code. Permits where partial work or inspections have been performed shall have the refund reduced by actual charges, figured at an hourly rate which shall be established by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      (5)   Finalization of permits: Permit holders shall be responsible for timely requests for inspection and the arranging for entrance of inspectors to the job sites, including final inspection. Permit work shall not be considered complete, nor acceptance certificates issued, until final inspection and acceptance. If permit holders fail to arrange for final inspection, the inspector shall close out the permit(s) with appropriate notations after two (2) unsuccessful attempts to make final inspection.
      (6)   If work is started prior to obtaining a permit, the City may:
         a.   Double the fee.
         b.   Stop the work until a permit is obtained.
         c.   Issue an appearance ticket requiring the contractor or owner to appear in District Court, where a fine and/or jail sentence may be imposed.
         d.   Refer the information to the City, County or State Attorney’s Office for appropriate action.
         e.   Any combination or all of the above.
   (e)   BOCA Basic National Plumbing Code. The schedule of fees to be charged for permits and inspections required by the BOCA Basic National Plumbing Code currently administered by the City of Flint, shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.
      (1)   Finalization of permits: Permit holders shall be responsible for timely requests for inspection and the arranging for entrance of inspectors to the job sites, including final inspection. Permit work shall not be considered complete, nor acceptance certificates issued until final inspection and acceptance. If permit holders fail to arrange for final inspection, the inspector shall close out the permit(s) with appropriate notations after two (2) unsuccessful attempts to make final inspection.
