(a) It shall be unlawful for a railroad company to permit any of its trains to continuously block vehicular traffic on a public street or highway for five minutes or more at a time.
(b) It shall be unlawful for a railroad company to permit successive train movements to block vehicular traffic on any public street or highway until all vehicular traffic previously delayed by such train movements for five minutes or more has been cleared or a period of at least five minutes has elapsed between the train movements.

Any railroad company or corporation owning, using or having in charge any engine, car or train of cars by means of which or violation of any of the provisions of this chapter shall be caused or suffered, shall, upon conviction thereof, be subject to the penalty imposed under § 1-7 of this Code.
