It shall be unlawful for any person or persons, to keep for hire or for use any card table, or to engage in or permit card games to be played within the limits of the City of Flint, without first obtaining a license therefor, as hereinafter provided. Person or persons for the purpose of this ordinance shall include all persons, partnerships, associations, clubs or corporations so engaged.
