A civil fine of not less than $250 nor more than $1,000 for each violation of § 23.08, payable to the city. This fine shall be in addition to payment to the employee of compensatory damages for the retaliatory conduct in the amount of wages due but unpaid, up to $1,000.
§ 23.18(g)
 
The fine for failure to comply with §§ 23.09 or 23.10, and for a second or third violation of the same section within three years.
A civil fine of up to $200 for each failure to comply with §§ 23.09 or 23.10, payable to the city. For a second violation of the same section within three years, the fine may be increased to up to $400. For a third violation of the same section within three years, the fine may be increased to up to $600. In determining the amount of the fine, the size of the employer and the gravity of the violation shall be considered.
§ 23.18(h)
 
Fine for failure to comply with § 23.11 and for a second or third violation within three years.
A civil fine of up to $1,000 for each failure to comply with § 23.11, payable to the city. For a second violation within three years, the fine may be increased to up to $1,500. For a third violation within three years, the fine may be increased to up to $2,000. Withholding funds owed by the city to the violating party pursuant to an agreement in amounts sufficient to fully remedy and satisfy the violation together with the withholding of a fee equal to 5% of the entire contract price to the city as liquidated damages.
Termination of the contract between the city and the violating party.
