§ 14.569 LICENSE REQUIRED.

   No person is permitted to allow to be occupied, let or offered to let to another for occupancy, or charge, accept or retain rent, for any dwelling unit or group housing unless the owner has first obtained a license under the terms of this Article VIII. The practice of pre-leasing new rental construction is exempt from the provisions of this section.
