(a) Water rates and minimum charges. The rates due and payable to the city by each owner within the city for water taken from the water supply system shall be as follows. These rates shall be implemented for bills generated on or after January 1 of each year, by the city's billing system.
(1) Single-family residential properties (one meter unit).

(b) Private automatic fire sprinkler and hydrant connection charges. When a connection is made to an automatic fire sprinkler system or to private hydrants, the charge for such service shall be as follows.

The rates set forth in City Code Appendix A - Waste Water Rates and Wastewater Rates table shall apply in all cases where automatic fire sprinklers are installed and where fire gates and other outlets are sealed. No charge will be made for water use in extinguishing fire. Meters or detector check valves shall be installed on such services as required by the Utility Division.
(c) Administrative assessment charge. When a property being serviced is to be assessed for a delinquent water account, the administrative assessment charge is listed in City Code Appendix A.
(d) Charges for testing water meters. The charges listed in City Code Appendix A - Charges for Testing Water Meters table shall be collected if an owner or other account holder requests that the city conduct a test of the accuracy of a water meter.
(e) Water disconnection and reconnection service charge. For all accounts the charge for any dispatch for service under § 11.02 of this chapter shall be listed in City Code Appendix A. The rate for reconnection after business hours shall be two and one-half times the normal rate.
(f) Permit fees for water connections. The permit fee for a new or existing connection to the water system shall be as listed in City Code Appendix A - Permit Fees for Water Connections table. Additional charges for labor may apply.
