Stockpiling and storage of elm logs with bark intact shall be prohibited except during the period of September 15 through April 1 of the following year, when it shall be allowed upon obtaining a permit from the City Forester. The permit fee shall be set forth in City Code Appendix A and the permit fee shall be submitted with an application for such permit.
