who
a dog, cat or ferret within the city that is three months or older shall have the animal licensed in accordance with this Division A. Hospitals, clinics and other facilities operated by that are used for the care and treatment of are exempt from this section of this code, as are dogs belonging to the City Police Department, or dogs, cats and ferrets belonging to a nonresident of the city provided the dogs, cats or ferrets are not kept within the city for more than 30 days.
