The following described portion of San Diego County, State of California, is hereby declared to be Underground Utility District No. 116 of the County of San Diego:
That portion of Blocks 12 through 19, inclusive, of LAKESIDE, in the County of San Diego, State of California according to Map thereof No. 353 filed in the Office of the County Recorder of said County, described as follows:
BEGINNING at the Southwest corner of Lot 9 of said Block 12;
THENCE Northerly along the Westerly line thereof and its Northerly prolongation through the Westerly line of Lot 10 through 16 of Block 12, the Westerly line of Lot 9 through 16 of Block 13, to the Northwest corner of Lot 16 of Block 13, being also a point in the Southerly sideline of Lakeshore Drive (formerly Sycamore St.) according to said Map 353;
THENCE Easterly along the Northerly line of Lot 16 to a line that is parallel with and lying 105 feet Westerly of the centerline of Maine Avenue according to said Map 353;
THENCE Northerly along said parallel line to the Northerly sideline of Lakeshore Drive, being also the Southerly line of Lot 11 of Block 14;
THENCE Westerly along said Southerly line to the Southwest corner thereof;
THENCE Northerly along the Westerly line of Lot 11, through the Westerly line of Lot 12 through 20 of Block 14, to the Northwest corner of Lot 20 of Block 14, being also a point in the Southerly sideline of Laurel Street according to said Map 353;
THENCE Easterly along the Northerly line of Lot 20 to the Northeast corner thereof;
THENCE Northerly to the Southeast corner of Lot 11 of Block 15, being also a point in the Northerly sideline of Laurel Street;
THENCE Westerly along the Southerly line of said Lot 11 to the Southwest corner thereof;
THENCE Northerly along the Westerly line of Lots 11, 12, and 13 of Block 15 to the Southeasterly boundary of that parcel of land as defined by Record of Survey Map No. 9907 filed in said County Recorder's Office, said Southeasterly boundary being also a curve concave Northwesterly having a radius of 1196.28 feet;
THENCE Northeasterly along the arc of said curve and along its Northeasterly prolongation, to the Westerly line of said Block 16 of Map 353;
THENCE Southerly along said Westerly line, to the Northerly line of the Southerly 36 feet of Lot 6 of Block 16;
THENCE Easterly along said Northerly line, to the Easterly line of Lot 6;
THENCE Southerly along said Easterly line, and along the Easterly line of Lots 7 through 10 of Block 16 to the Southwest corner of Lot 11 of Block 16, being also a point in the Northerly sideline of Laurel Street;
THENCE Easterly along the Southerly line of Lot 11 to the Southeast corner thereof;
THENCE Southerly to the Northeast corner of Lot 20 of Block 17;
THENCE Westerly the Northerly line of Lot 20 to the Northwest corner thereof;
THENCE Southerly along the Westerly line of Lot 20, and its Southerly prolongation through the Westerly line of Lots 11 through 19 of Block 17, the Westerly line of Lot 9 through 16 of Block 18, the Westerly line of Lots 9 through 16 of Block 19, to the Southeast corner of Lot 8 of Block 19, being also a point in the Northerly sideline of Woodside Avenue according to said Map 353;
THENCE Westerly along said Southerly line of Lot 8 and its Westerly prolongation to the Southeast corner of Lot 9 of Block 12;
THENCE Westerly along the Southerly line of Lot 9, to the POINT OF BEGINNING.
The Board of Supervisors shall by subsequent resolution set the dates by which all affected property owners shall be ready to receive underground utility service and by which the utility or utilities must remove all poles, overhead wires and associated overhead structures and make the necessary underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 116 and notice of the adoption of such subsequent resolution shall be given by the Clerk of the Board of Supervisors in the manner provided in Section 89.107(a) and (b) of this Division.
It is the finding of the Board of Supervisors of San Diego County that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District 116. The Board of Supervisors further finds that Underground Utility District No. 116, herein created, is in the general public interest because that portion of Maine Avenue, from Mapleview Street to Woodside Avenue, within Underground Utility District No. 116, carries a heavy volume of vehicular traffic and runs through the main business district of Lakeside.
