SEC. 89.303.   UNDERGROUND UTILITY DISTRICT NO. 102.
   The following described portion of San Diego County, State of California, is hereby declared to be Underground Utility District No. 102 of the County of San Diego:
   That portion of Quarter Sections 21, 22, 31, and 32 of Rancho de la Nacion, in the County of San Diego, State of California, according to Map thereof No. 166 filed in the Office of the County Recorder of said County described as follows:
   1)   Beginning at the Northeasterly corner of Lot 47 of the Map of McMillin's Bonita Valley View according to Map thereof No. 8554 filed in said County Recorder's Office, said point being also in the Southerly sideline of Central Avenue lying 42 feet Southerly of, and parallel with the Northerly line of said Quarter Section 21 of Rancho de la Nacion, as shown in said Map 8554;
   2)   Thence Westerly along the Southerly sideline of Central Avenue, to the Westerly boundary of Map 8554;
   3)   Thence Southerly along the Westerly boundary of Map 8554, to a line that is parallel with and 80 feet Southerly of, the Northerly line of said Quarter Section 32 of Rancho de la Nacion, as shown in the Map of Bonita Haven, according to Map thereof No. 3861 filed in said County Recorder's Office;
   4)   Thence Westerly along said parallel line, to a line that is parallel with and 75 feet Easterly of, the centerline of Audubon Court as shown in Map 3861;
   5)   Thence Southerly along said parallel line, to the Southeasterly boundary of Map 3861;
   6)   Thence Southwesterly along said Southeasterly boundary of Map 3861, to a line that is parallel with and 75 feet Westerly of, the centerline of said Audubon Court;
   7)   Thence Northerly along said parallel line, to a line that is parallel with and 80 feet Southerly of, the Northerly line of said Quarter Section 32;
   8)   Thence Westerly along said parallel line, to a line that is parallel with and 75 feet Easterly of, the centerline of Hazelhurst Court as said road is shown in Map 3861;

   14)   Thence Westerly along said Southerly sideline of Central Avenue, to the Southerly prolongation of the Westerly sideline of Frisbie Street as said road is shown in Parcel Map No. 8775 filed in said County Recorder's Office;
   15)   Thence Northerly along said sideline of Frisbie Street and its prolongation, to a line that is parallel with and 92 feet Northerly of, the Northerly line of Quarter Section 32;
   16)   Thence Easterly along said parallel line, to the Easterly sideline of said Frisbie Street;
   17)   Thence Southerly along said Easterly sideline of Frisbie Street, to the Northerly sideline of Central Avenue, said sideline being parallel with and 20 feet Northerly of, the Northerly line of Quarter Section 32;
   18)   Thence Easterly along said Northerly sideline of Central Avenue, to the Southwesterly corner of that land described in deed to the Engen Family Trust recorded August 6, 2004 as Document No. 2004-0747744 (Engen's land), in said County Recorder's Office;
   19)   Thence Northerly along the Westerly boundary of said Engen's land, to a line that is parallel with and 70 feet Northerly of the Northerly line of Quarter Section 32;
   20)   Thence Easterly along said parallel line, to the Easterly boundary of Lot ‘C' of the Amended Map of the Supplementary Map of the Villa of Sunnyside, according to Map thereof No. 714 filed in said County Recorder's Office;
   21)   Thence Southerly along said Easterly boundary of Lot ‘C', to a line that is parallel with and 42 feet Northerly of, the Northerly line of Quarter Section 32, said parallel line being also the Northerly sideline of Central Avenue according to that certain deed to the County of San Diego recorded February 13, 1974 as Document No. 74-037016 in said County Recorder's Office;
   22)   Thence Easterly along said Northerly sideline of Central Avenue, to the Easterly boundary of the County of San Diego Tract No. 4454-1, according to Map thereof No. 11339 filed in said County Recorder's Office;
   23)   Thence Northerly along said Easterly boundary, to a line that is parallel with and 150 feet Northerly of, the Northerly line of said Quarter Sections 32 and 21;
   24)   Thence Easterly along said parallel line, to the Northerly prolongation of the Easterly boundary of Lot 55 of the McMillin's Bonita Highlands Unit No. 2, according to Map thereof No. 7660 filed in said County Recorder's Office;
   25)   Thence Southerly along said prolongation, to the Northeast corner of said Lot 55;
   26)   Thence Westerly along the Northerly boundary of Lot 55, being also the Southerly sideline of Central Avenue according to said Map 7660, to the Northeast corner of Lot 54 of Map 7660, said sideline being 30 feet Southerly of the Northerly line of Quarter Section 21;
   27)   Thence continuing Westerly along said Southerly sideline of Central Avenue and the Northerly boundary of Lot 54, to the beginning of a tangent 20 foot radius curve concave Southeasterly;
   28)   Thence Southwesterly and Southerly along the Westerly boundary of Lot 54 and along the arc of said curve, to a line that is parallel with and 80 feet Southerly of, the Northerly line of Quarter Section 21;
   29)   Thence Westerly along said parallel line, to the Easterly boundary of said Map 8554;
   30)   Thence Northerly along said Easterly boundary of Map 8554, to the Point of Beginning.
   The Board of Supervisors shall by subsequent resolution set the dates by which all affected property owners shall be ready to receive underground utility service and by which the utility or utilities must remove all poles, overhead wires and associated overhead structures and make the necessary underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 102 and notice of the adoption of such subsequent resolution shall be given by the Clerk of the Board of Supervisors in the manner provided in Section 89.107(a) and (b) of this Division.
   It is the finding of the Board of Supervisors of San Diego County that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No.102. The Board of Supervisors further finds that Underground Utility District No.102, herein created, is in the general public interest because that portion of Central Avenue, from Frisbie Street to Corral Canyon Road within Underground Utility District No. 102, is used by the public and carries a heavy volume of vehicular traffic.
