PREFACE
This volume contains the Administrative Code of San Diego County, Ordinance No. 1077 (New Series), as amended by ordinances adopted through July 28, 1992. It establishes the duties, rules, regulations and systems of management of the various offices, departments and institutions of the County of San Diego, as adopted by the Board of Supervisors pursuant to Subsection (g) of Section 12 of the Charter of the County of San Diego. The text of the Administrative Code and amendatory ordinances has been published as submitted by the County, with editorial emendations enclosed in brackets ([ ]) where deemed necessary by the editor. The legislative history of each section is included in the parenthetical history note following each section and/or in the footnote to the article title. Additional footnotes have been added which tie related sections of the Code together and which also refer to relevant state laws.
The first Administrative Code of the County of San Diego was enacted November 13, 1933, by the adoption of Ordinance No. 15 (New Series) and was thereafter amended many times until it was repealed and superseded by this Code. Your attention is called to the fact that there are other ordinances of the County of San Diego, as well as the County Charter and state law, that prescribe duties of officers and departments of the county. Such other provisions of other ordinances, the Charter and state law are not duplicated in this Code.
A special feature of this Code to which the attention of the user is directed is the looseleaf system of binding and update servicing. With this looseleaf system, the Code will be kept up-to-date quarterly or as otherwise determined by the County. Upon receipt by the publisher of amendatory ordinances, they will be properly formatted for inclusion in the Code and the affected pages reprinted. These new pages will be distributed to the holders of the Codes with instructions for the manner of inserting new pages and deleting obsolete pages. Each such subsequent amendment, when incorporated into this Code, may be cited as a part hereof.
As a ready reference regarding the date of publication of any page of this Code and the inclusive ordinances, each page reprinted in the supplement service will bear the year of publication of the supplement (i.e., "2000 S-1" would indicate that the page was reprinted in Supplement No. 1, published in 2000.) Conversely, the lack of such notation would indicate that the page was originally printed with the re-publication of this volume in February, 2000, and contains no subsequent amendatory legislation.
The successful maintenance of this Code up-to-date at all times will depend largely upon the holder of the volumes. As revised sheets are received it will become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publisher that all such amendments be inserted immediately upon receipt to avoid misplacing them, and that all deleted pages be saved and filed for historical reference.
The general index to the Code has been prepared with the greatest of care. Each item has been placed under several headings, some of the headings being couched in lay phraseology, others in legal terminology, and still others in language generally used by county officials and employees. There are numerous cross references within the index which serve to direct the user to the particular item in which he or she is interested.
