The following described portion of San Diego County, State of California, is hereby declared to be Underground Utility District No. 86 of the County of San Diego:
All those portions of Quarter Sections 22 and 31 of Rancho de la Nacion, in the County of San Diego, State of California, according to Map thereof No. 166, on file in the Office of the County Recorder of said County, described as follows:
1) Beginning at the SW corner of the NW1/4 of said Quarter Section 22, being the point of intersection of the centerlines of Bonita Road and San Miguel Road as shown on Road Survey 656 and on Road Survey 869, copies of which are on file in the Office of the County Engineer of said County;
2) Thence easterly along said centerline of Road Survey 656 a distance of 40 feet;
3) Thence northerly parallel with the westerly line of said Quarter Section 22 and the centerline of said Road Survey 869 a distance of 1330 feet more or less to the northerly line of said Quarter Section 22;
4) Thence westerly along said northerly line and the northerly line of said Quarter Section 31 a distance of 140 feet;
5) Thence southerly parallel with the easterly line of said Quarter Section 31 1330 feet more or less to the southerly line of said Quarter Section, being also a point on the centerline of said Road Survey 656;
6) Thence easterly along said southerly line 100 feet more or less to the Point of Beginning.
The Board of Supervisors shall by subsequent resolution set the dates by which all affected property owners shall be ready to receive underground utility service and by which the utility or utilities must remove all poles, overhead wires and associated overhead structures and make the necessary underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 86 and notice of the adoption of such subsequent resolution shall be given by the Clerk of the Board of Supervisors in the manner provided in Section 89.107(a) and (b) of this Division.
It is the finding of the Board of Supervisors of San Diego County that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 86. The Board of Supervisors further finds that Underground Utility District No. 86, herein created, is in the general public interest because that portion of Bonita Road, from San Miguel Road to Sweetwater Road, including the Sunnyside Bridge within Underground Utility District No. 86 is used by the general public and carries a heavy volume of vehicular traffic and passes through a scenic area.
