The Board of Supervisors further finds that Underground Utility District No. 85, herein created, is in the general public interest because that portion of Rancho Santa Fe Road, from Melrose Drive to Island Drive, within Underground Utility District No. 85 is used by the general public and carries a heavy volume of vehicular traffic

All those portions of Quarter Sections 22 and 31 of Rancho de la Nacion, in the County of San Diego, State of California, according to Map thereof No. 166, on file in the Office of the County Recorder of said County, described as follows:
1) Beginning at the SW corner of the NW1/4 of said Quarter Section 22, being the point of intersection of the centerlines of Bonita Road and San Miguel Road as shown on Road Survey 656 and on Road Survey 869, copies of which are on file in the Office of the County Engineer of said County;
