SEC. 89.286. UNDERGROUND UTILITY DISTRICT NO. 85.
   The following described portion of San Diego County, State of California, is hereby declared to be Underground Utility District No. 85 of the County of San Diego:
   Those portions of Sections 19, 20, 29, and 30, T.12S., R.3W., S.B.M., in the County of San Diego, State of California, described as follows:
   1)   Beginning at the intersection of the centerline of Island Drive with the northwesterly right-of-way line of Rancho Santa Fe Road as shown on Map of San Marcos Tract 391 Meadowlark Estates Unit 1, according Map thereof No. 13535 on file in the Office of the County Recorder of the County of San Diego;
   2)   Thence southwesterly along said northwesterly right-of-way line 116.23 feet to the southwesterly corner of Lot A of said Map 13535;
   3)   Thence S.0 o 31'20"E., along the easterly line of the SW1/4 of the NW1/4 of said Section 20, a distance of 1 foot, more or less, to a point on the northwesterly right-of-way line of Road Survey 454, a copy of which is on file in the Office of the County Engineer of said County, said point being 178.47 feet southerly of the northeast corner of said SW1/4;
   4)   Thence S.51 o 58'20"W. along said right-of-way line 713.40 feet to the southeasterly corner of Parcel 3 of Record of Survey 4009, on file in the Office of said Recorder;
   5)   Thence northerly along the easterly line of said Parcel 3 a distance of 174.09 feet to the northerly corner thereof;
   6)   Thence westerly along the northerly line of said Parcel 3 a distance of 312.16 feet to the westerly corner thereof;
   7)   Thence southwesterly at right angles to the westerly line of said Parcel 3 a distance of 30 feet to the southwesterly line of the 60-foot wide private road easement for Via Cancion;
   8)   Thence southeasterly along said private road easement parallel with the westerly line of said Parcel 3 a distance of 171.99 feet to the northwesterly right-of-way line of said Road Survey 454;
   9)   Thence S.51 o 58'20"W. along said Road Survey 2093.77 feet to the northeast corner of Lot 64 of Meadowlark No. 1 according to Map thereof No. 4443, on file in the Office of said Recorder;
   10)   Thence S.68 o 47'W., along the northerly line of said Lot 64 a distance of 80 feet to the northwest corner thereof;
   11)   Thence southerly along the westerly line of said Lot 64 and the southerly prolongation thereof to the southerly right-of-way line of Redwing Street as shown on said Map 4443;
   12)   Thence easterly along said right-of-way line to the westerly right-of-way line of Rancho Santa Fe Road, said point being distant 51 feet westerly from, measured at right angles to, the centerline of said Road Survey 454;
   13)   Thence southerly parallel with said centerline 199.39 feet;
   14)   Thence S.88 o 50'57"E. 20 feet, more or less, to a point on the westerly right-of-way line of said Road Survey 454;
   15)   Thence southerly along said westerly right-of-way line 471.46 feet;
   16)   Thence N.89 o 55'W. 20 feet, more or less, to a point that is distant 50 feet from, measured at right angles to, the centerline of said Road Survey 454;
   17)   Thence southerly concentric and parallel with said centerline a distance of 500 feet, more or less, to the centerline of Meadowlark Ranch Road, as shown on Record of Survey 11834, on file in the Office of said Recorder;
   18)   Thence continuing southerly parallel with the centerline of said Road Survey 454 a distance of 350 feet;
   19)   Thence S.89 o 55'E. a distance of 10 feet;
   20)   Thence S.0 o 46'23"W. parallel with said centerline of Road Survey 454 and the easterly boundary of said Section 30 a distance of 1100 feet, more or less, to a point on the southwesterly right-of-way line of Melrose Drive as shown on Map No. 11241, on file in the Office of said Recorder;
   21)   Thence northeasterly at right angles to said right-of-way line of Melrose Drive 100 feet, more or less, to the southerly prolongation of the easterly right-of-way line of said Road Survey 454, said easterly line being distant 30 easterly from, measured at right angles to, the centerline of said Road Survey;
   22)   Thence northerly along said southerly prolongation and easterly right-of-way line of Road Survey 454 to the northerly line of the SE ¼ of the SE ¼ of said Section 19.
   23)   Thence easterly along said northerly line 21 feet, more or less, to a point that is distant 51 feet easterly from, measured at right angles to, the centerline of Road Survey 454-1, a copy of which is on file in the Office of said County Engineer;
   24)   Thence northerly and northeasterly concentric with said centerline to the northerly line of the SE ¼ of said Section 20;
   25)   Thence westerly along said northerly line 1 foot, more or less, to a point that is distant 50 feet from, measured at right angles to, the centerline of said Road Survey 454-1;
   26)   Thence northeasterly concentric and parallel with the centerline of said Road Survey 454-1 to a point opposite the intersection of said centerline with the centerline of said Road Survey 454;
   27)   Thence northeasterly parallel with the centerline of said Road Survey 454 a distance of 967 feet, more or less, to the northeasterly corner of Parcel 56 shown on said Record of Survey 4009;
   28)   Thence southerly along the easterly line of said Parcel 56 to a point that is distant 60 feet from, measured at right angles to, the centerline of said Road Survey 454;
   29)   Thence northeasterly parallel with said centerline 475 feet, more or less, to the easterly line of Parcel 55 of said Record of Survey 4009, being also a point on the northwesterly line of Lot 50 of County of San Diego Tract No. 4067-1, according to Map thereof No. 10587 on file in the Office of said Recorder;
   30)   Thence northeasterly along said northwesterly line to the northwest corner thereof, being also a point on the southwesterly right-of-way line of Rancho Santa Fe Road;
   31)   Thence northeasterly along said right-of-way line 210 feet, more or less, to a point that bears S.45 o 57'27"E. from the Point of Beginning;
   32)   Thence N.45 o 57'27"W. a distance of 102 feet to the Point of Beginning.
   The Board of Supervisors shall by subsequent resolution set the dates by which all affected property owners shall be ready to receive underground utility service and by which the utility or utilities must remove all poles, overhead wires and associated overhead structures and make the necessary underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 85 and notice of the adoption of such subsequent resolution shall be given by the Clerk of the Board of Supervisors in the manner provided in Section 89.107(a) and (b) of this Division.
   It is the finding of the Board of Supervisors of San Diego County that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 85. The Board of Supervisors further finds that Underground Utility District No. 85, herein created, is in the general public interest because that portion of Rancho Santa Fe Road, from Melrose Drive to Island Drive, within Underground Utility District No. 85 is used by the general public and carries a heavy volume of vehicular traffic
