It is the finding of the Board of Supervisors of San Diego County that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within Underground Utility District No. 94. The Board of Supervisors further finds that Underground Utility District No. 94, herein created, is in the general public interest because that portion of Mission Road, from Hill Avenue to Main Avenue, within Underground Utility District No. 94 is used by the general public and carries a heavy volume of vehicular traffic and has a heavy concentration of overhead lines.
