The Board of Supervisors of the County of San Diego declares that it is the policy of the County to take action to identify needs and problems of persons with disabilities in the County that are affected by public policy decisions, and furthermore, to safeguard against discrimination and prejudice on the basis of disability.
For the purpose of this ordinance the term Persons with Disabilities shall be used in place of "handicapped" persons and shall be defined as any person who has a physical or mental impairment that limits one or more of a person's major life activities; a record of having, or being perceived as having, a physical or mental impairment.
The major principles guiding committee work shall be to assure the self-determination of the disabled individual; provide persons with disabilities with the resources and educational services necessary to enable them to achieve their fullest potential; and to provide them with an equal opportunity to participate fully in the social and economic benefits of our society. In order to promote this policy and to provide an open forum for discussion and action, there is hereby established in the Chief Administrative Office a San Diego County Committee for Persons with Disabilities, hereafter in this Article referred to as the Committee.

The Committee shall consist of eleven members, all of whom shall be residents of the County of San Diego. Not less than five members shall be disabled.

Each member of the Board of Supervisors shall appoint two members and the San Diego County Committee for Persons with Disabilities shall appoint one member to the Committee. In selecting the members to the Committee, the appointing authority shall: (1) consider nominations made by interested community organizations or citizens if submitted at least five (5) days prior to appointment, (2) attempt to reflect in Committee appointments comprehensive representation of age, socioeconomic status, ethnic background and geographical distribution, and (3) consider the prospective members’ knowledge and awareness of the problems and rights of persons with disabilities and their commitment to contribute to the independence of persons with disabilities in San Diego County.
Public notice and publicity shall be given on intention to appoint members to the Committee. An application form shall be provided to the public.
